[orca-list] identification of capital letters

Hi, everyone over here, my name is Doug Smith and I have been a loyal orca user for the last several years.  
However, I do like to use the command line as well.  What I am writing about is a really funny thing that 
has happened to orca and it has not been fixed.  

I think the last version of orca which was able to raise the pitch in espeak and identify capital letters 
was the one in ubuntu hardy or intrepid, I am not sure.  Since then, orca does not raise the speech in 
reference to capital letters.  How do I fix this?
