Yes, you can set how much to increase the pitch for
upper case letters. On the speech tab in the Orca preferences there is a
combo
box where you can select default upper case, or
hyperlink. Down arrow to upper case, tab to the pitch slider, adjust the
pitch to whatever
sounds good to you, and hit ok to save it.

Hi, everyone over here, my name is Doug Smith and I have been a loyal orca
user for the last several years.
However, I do like to use the command line as well. What I am writing
about is a really funny thing that
has happened to orca and it has not been fixed.
I think the last version of orca which was able to raise the pitch in
espeak and identify capital letters
was the one in ubuntu hardy or intrepid, I am not sure. Since then, orca
does not raise the speech in
reference to capital letters. How do I fix this?
