Did Orca make you go through the setup process the first time you 
launched it? Did it ask you which speech service to use, the language, 
the key echo stuff, etc? If not, try running

orca -t

from a terminal or text console. Then log out of GNOME and log back in. 
It's possible this may help solve your problem.
