Sorry for replying to my own message but I have a correction to make.
It seems that I can only kill orca from another console if it is using
the same user I started X with.
I typically do a 'startx' command from one of the text consoles under
my normal user, steve. When I encountered my problem before, I was
trying to do the 'orca -q' from root; that apparently has no effect
now. When I tried the same command from another console from a steve
account, 'orca -q' caused Orca to say "Hood bye" as I would expect and
Orca was indeed killed.
As far as I can remember, I could always do it from root before though
I don't think Orca always said "goodbye" but then I usually do this
only when Orca is hung up in gnome for some reason.
