wel, what about the obvious solution? get rid of pulse and route everything through jack? I believe this should work, although I have no specific experience with either jack or pulse myself, but if you aren't running pulse jack should be able to get exclusive access to the sound card, although you may have to do some further fiddling to get speech to work.
