Yes, I absolute confirming this, but I don't no this is only an Orca
problem or Orca/Speech-dispatcher verbalize punctuation setting
synchronise problem. Now, I think have a Speech-dispatcher related
punctuation setting bug in bugzilla, I found this bug again, the
bugreport link is following:

I think if this bug is possible fix anyway, solving this type problems,
and easyest handle again the punctuation characters translations with
Orca translation file, similar with oldest Gnome-Speech speech system.
The main difference this two speech system if I known right,
Gnome-Speech sending this Orca translation file doed textual punctuation
character translations, but Speech-dispatcher I think not use this
translations, using used speech sinthesizer punctuation rules. Possible
I not known right.
For example, if you oldest time translated the " character in Orca
translation file with quote string, and if you use Gnome-speech Espeak
sinthesis driver, the "apple" string is looks like following with final
generated speech output:

What speech sinthesizer you use? I use Speech-dispatcher and Espeak.
Espeak hungarian rule containing the bullet string translation. If
before the bullet rule have an _ mark, Orca/Speech-dispatcher not send
the bullet string Espeak translation. If I removed the _ markup with
rule, Orca right spokening the bullet Espeak translation string. I fraid
your wroted problem not only Openoffice.org Writer specific:
When I not change Espeak rule, Orca doesn't spokening bullets for
example the Firefox when sayall a webpage if I using Speech-dispatcher.
For example, Orca translation file containing following hungarian
translation with bullet simbol, but Speech-dispatcher now not use this
translation I think:
