Yes providing speech calls through DBUS sounds a great idea. For orca if everyone went that way then there wouldn't be need to support multiple speech backends, just support the API and let people choose which speech provider they want. However it would require multiple projects to go this way for the real benefit it can bring, if only one does it then it becomes yet another speech API to support.
