Orca and speech-dispatcher do sometimes hang. To restart:

Open a console as root.

Do:
orca -q
service speech-dispatcherd restart

PS: Your email suggests to me you did not install speech-dispatcher
using the Fedora repository provided package. The commands don't look
correct for that.

service dispatcherd start
then
chkconfig speech-dispatcherd on
to make the service permanent, orca no longer speaks when rebooting. Any help would be appreciated. I 
realize this is not an orca issue so please erply privately.
