There are many reasons for speech hanging, or being slow. Are you
suggesting things work better when line 9 is not commented? Is that what
you're saying? That has not been my experience. Quite the opposite,
actually.
Orca is using speech-dispatcher.
Did you install the Fedora package for speech-dispatcher? Are you
running it as a system service?
It works best, imho, when started as a system service as follows. Be
careful. There's an extra 'd' hiding in the command below:
service speech-dispatcherd start
You have to issue this as root (or sudo).
