Aha.
That sounds like it would be the most recent (Caps_Lock) commit.
I'm finishing up some correspondence I must send out. Then I'll take a
closer look and either fix it or roll it out.
Further confirmation still appreciated, however.

After step 2, Orca reads the focused control. After step 3, Orca does not
say anything until a second or two after I release shift.
