[orca-list] Laptop users should be able to toggle Caps_Lock state now

Hey all.

I just committed some changes to Orca master which will allow you to
toggle the state of Caps_Lock even if Caps_Lock is your Orca key. To do
so, use the Bypass Command (Orca+Backspace by default). Then toggle the
state of the Caps_Lock key.
