I tried using google.us to avoid going to google.nl (which would show different search results) but I don't think I've gotten the same results as you (they still try to give me geographically-relevant searches, and I'm in the Netherlands). Fifth result is Re: fluxbox: msg#00027 blinux-list and that is also the
tag info, not ubuntu and orca. On either side are unlikely candidates: "Fluxbox menu example launching multiple programs with single click ..." and "Free fluxbox theme Download" and I looked for the headers of the Blinux page, poorly written and the h1 had the same as the title.
Funnily enough if you copy-pasta'd what you heard, I see this letter à which seems to be the letter 9 in Punjabi) but when I hit reply, the mail program translates it as "2 6 7 1" which is http://www.fileformat.info/info/unicode/char/2671/index.htm some sort of cross. Certainly neither make sense in a title with "Ubuntu" and "orca" in it.
First result for Fluxbox and Orca though is a Japanese site which does have ubuntuçorcaããããããææ(fluxbox) - wal-nekoãæè in the title (wal-neko is the site name...) but that's a totally different character and is charset=euc-jp. And likely not the site you mean.
Orca reads out different numbers for the Punjabi 9 when I listen to it in my mail program. "letter a6f".

I can confirm that I have this problem in iceweasel 3.5.6, stock mozilla 3.5.6, and 3.6rc.a simplerexampleofthisproblemcanbeseenbydoingthefollowing.
google the terms "fluxbox" and "orca"., and go tothefifthresult.
This result should hae something to do with ubuntu and orca, it should also be read strangely with symbol things in it.
I did this with lynx and got "ubuntu੯orca"... for the heading.
