Yes, I have.  Like you, I was unable to get a consistent handle on it
to know what was going on.  For the most part, caret navigation has
gone on fine but I did occasionally observe what you're talking about.

Yes, Mozilla has really ruined things with 3.6.2.  The bookmarks
organizer and save dialogs are completely broken and the retrofitting
that Joanie had to do lately should have been unnecessary.  You know,
if it ain't brok, then don't fix it!!!
