how much w3c compliant is epifany?

W3C produces multiple standards.

For the W3C standards it does support (including HTML and CSS), the WebKit engine powering Epiphany is
similar to Firefox.

What level of javascript support is available?

Similar to Firefox.

Are there a lot of plugins for that browser?

If you mean Java, Flash, Silverlight, I believe the plugins that work with Firefox should generally work with
Epiphany, although they'll likely have received more testing with Firefox.

If you mean add-ons like NoScript, AdBlocker, and Firebug, well Epiphany has its own extension architecture
and ecosystem. It's a significantly less popular browser, so it has significantly fewer add-ons available.
Here's a list though:

how much time should it take to get this accessible? Is webkit really accessible now?

I'll let Joanie take those ones. :)
