I believe your thinking is right in line with what is written up at the http://live.gnome.org/Orca/DocRewrite I sent out after soliciting feedback with my "Help write Orca docs" thread:

With the exception of the mechanics (i.e., you want to use LaTEX where I want to use things that will mesh better with GNOME), I believe we're thinking the same things.

Please also be aware that the content available in the GNOME Accessibility Guide is included with a GNOME install. As such, you do not need to access the internet to get to it. When you press the "Help" button in the Orca GUI, for example, the "yelp" application is launched and it accesses the local copy of the guide.

Please take a look at http://live.gnome.org/Orca/DocRewrite and add some comments to it if you think things should go in a different direction. I'd rather not have us duplicate efforts. We have so few people that any duplication can be a needless waste.

Why not help out with Gnome Accessibility Guide itself. I think Mallard document format is easy to learn.

Yes indeed it will be my pleasure to do that, but at the same time the
point I raised here was a bit different.
Rather look at the other aspect.  When you take a proprietory screen
reader, you get the manual with it and not requiring to connect to the
internet.
Imagine in India for example in so many places there is hardly any
internet facility available.  Should these people be kept away from
learning orca?
It's perfectly ok to put the documents on-line infact that should be one
of the biggest prioritys.  The advantage would be that peop.people can
directly contribute to it.
But having it off-line and built with orca is equally important.
