I would only be using it to add speech to games. I was wondering if Orca would be an option, but I would need to send directly to Orca because the pygame module is inaccessible. I have considered speech-dispatcher and may still use it, I just wondered what options were available.

You can use speech-dispatcher python bindings for tts in your aps.
But keep in mind that selfvoicing apps are suboptimal.
Better make the application work through a ascreereader like orca.
If you want to use speechd python bindings read the manpage of
speech-dispatcher. There is a working example.
