I have no idea about your orca.speech.speak("Hello world") stuff.
You can use speech-dispatcher python bindings for tts in your aps.
But keep in mind that selfvoicing apps are suboptimal.
Better make the application work through a ascreereader like orca.

If you want to use speechd python bindings read the manpage of
speech-dispatcher. There is a working example.
