This might be an Iceweasel problem. Here's what I did on OpenSolaris 2009.06 with Firefox 3.1b3 and Orca from git master. Things worked for me:

1) Go to http://www.debian.org/Bugs/

2) Go to the "Select bugs" section and select "in package" "gnome-orca" and press the Enter key

3) Tab around the page - things appear to be read correctly.

4) Tab to a bug number - I went to "#494380".  Seemed to read fine.

5) Press enter.  Firefox follows the link just fine.
