That to me sounds like this Mozilla bug which I filed a couple of months
ago: https://bugzilla.mozilla.org/show_bug.cgi?id=466332
In particular note what I said when I "pinged" the bug last week:

The impact of this bug for the user is that when you get into and then move
around within the Preferences dialog, you have no speech and no braille because
we get no events letting us know that this window has been activated. While one
can Alt+Tab out of and back into the dialog as a workaround, it's hard to know
that this needs doing if you can't see what's on the screen. :-)
It would, therefore, be awesome if this could be addressed sooner rather than
later. Thanks much in advance!!!
