Thanks. Unfortunately, this is a Ubuntu system, and as of version 8.10
they don't set the keyboard section in xorg.conf anymore. If I add a
keyboard section in there, it just ignores it completely. There's an
extra button in the gnome keyboard applet that says "apply system
wide" but when I press this it launches a policy kit helper, and Orca
just goes dead until I get out of that dialog. I have no idea
whatsoever is in it. Grrrr, why is it always so much more complicated
the more "easy" something supposedly is to use? :)

What you want to do is change the keymap in /etc/X11/xorg.conf. Not
in the gnome preferences. I have this in mine for example:
option "XkbVariant" "dvorak"
This is in the keyboard section of the file.
