If you are running orca 2.28 or above, you don't need edit ~/.orca/ to activate debug.
You can run orca as follows:
orca --debug-file=debug.txt

and remove the # at the beginning of the line.
Then search
#orca.debug.debugFile = open('debug.out', 'w', 0)
and remove the #.
Save the file and start orca.

Now you should have a debug.out file in your home Folder.
