Hi Alastair:
1. If the keyboard layout is set to laptop, then regardless of the
setting for key echo locking keys, caps lock is not spoken. Obviously
it would be annoying if it was spoken whenever it is used as the orca
key, but when it is being toggled it would be very useful.
When the keyboard layout is set to laptop, the CapsLock key no longer
behaves like the CapsLock key. Instead, it is now the Orca key. As a
result, the CapsLock is not toggled and thus is not spoken.
Related to the CapsLock key, we have the following two things we're
