Instead of press shift+f10, try ctrl+f10. At least to me it works even when an item in the desktop is selected.

When I do a ctrl-alt-D for the first time, I end up on the desktop (as
expected) and pressing the kb-enter key, tells me that no items are

main desktop and the lower portion.  I can't really tell if there even
is a top bar on this setup.

Any ideas here?
