There is a better way.
The distributors can package the dummy viavoice sdk from
http://ibmtts-sdk.sf.net
and provide ibmtts support in gnomespeech and speech-dispatcher.

On my machine ibmtts works for me with speechd but I have to do the
compile stuff myself.
(unacceptable) for endusers!
