So here's what I did:
I actually didn't save the changes on /etc/default/speech-dispatcher
correctly (don't ask me why) but I did it again and I was able to run
speech-dispatcher as a system service. I restarted and all system sounds
were gone, including Orca. I supposed this would happen so I learned which
keys to press to go into the orca prefferences and change the speech system
to speech-dispatcher, and it worked. Orca talks and it works so, so much
better than gnome-speech! I don't really like how it makes espeak talk, but
it's much more responsive. But now the only sound I have in my system is
orca. Whenever someone else tries to play a sound, orca crashes (I don't
really know who crashes, but it stops talking and doesn't respond to
anything).
I tried changing the system sounds to alsa, but it didn't work. What else
can I do? I will try to make speech-dispatcher use pulseaudio, see what
happens.

Hi, try the spd-conf command and set up your speech-dispatcher.
Another change you need to make is in the
/etc/speech-dispatcher/speechd.conf for using pulse instead of alsa
because intrepid is using pulse by default. unless you make this
change you will not be able to run speech-dispatcher. I have not been
able to remove pulse altogether. on the other hand if you want to use
only alsa install alsa-oss etc but beware if speech-dispatcher
automatically with alsa it will disable the use of gnome-speech i.e.
you will not have any output from orca unless you start using
speech-dispatcher. in other words it is at present a case of 'either
gnome-speech or speech-dispatcher'.

Hi,
edit /etc/defaults/speech-dispatcher so that speech dispatcher starts as
a service.
then restart, afterwards, typing spd-say hello should work.
