Yes, orca manual needs comprehensive documentation and gnome.org is a
great place although orca wiki is great idea too.  I think we can have
a complete book for orca on gnome.org as per your idea.
Secondly I am starting a wiki book on www.wikibooks.org on orca by the
name of orca manual.

If your book is a user manual, it would be really great to actually
maintain it on gnome.org as part of the GNOME Accessibility Guide:

Yes, Wil,  it is indeed a user manual and that's why your idea is
great.  I however
Want to create this manual collaboratively, so prefer a wiki based manual.
but it will be nice to start the documentation as you suggested if we
as community membors can contribute to this.
I was will also expect a nice contribution from you Wil, for the orca
scripting section.
So do let me know how we can go ahead on this.

This is a good spot since it ends up in the on-line documentation you
get via the desktop help application, and it is translated into a whole
bunch of languages.  In fact, my goal is to try to pull stuff off of the
Orca WIKI and migrate as much as makes sense to this document.

There is already some Orca stuff in this guide, but it is kind of out of
date.  Vincent Alexander (CC'd) has been working on updating this and
other documents.  It would be great if you could coordinate with him.
