I would suggest that this behavior be selectable by the user. If a check
box in the Orca Preferences dialog box is selected, then this behavior
occurs. I believe that this behavior as the default could be very
problematic for new users who, while trying to remember the keys they
need to use, may inadvertently press the Orca modifier twice in a row
without realizing it, resulting in unexpected and confusing behavior. I
would also suggest that the two presses of the Orca modifier be required
to occur within a short and finite period of time, such as 1 second. I
move back and forth between two computers on a regular basis, and I can
see myself being distracted when I have pressed the Orca modifier, doing
something else on the other computer, and returning to Orca and
accidentally invoking sticky keys. You may also want to think about
vocalizing the activation and deactivation of sticky keys, just for clarity.
