I just tested this with Solaris Express Developer Edition 01/08, Orca from trunk, and gnome-speech with espeak. The punctuation is speaking properly. I have yet to work through the issues with getting speech-dispatcher to compile/run on Solaris, so I'm not able to test that part yet.

Also the problem can be replicated by trying to spell a line, or word in
flat review (just press numpad8 twice on a line where some punctuation
marks are written and you'll get a silence at their places).

As gnome 2.22 is going to be released soon I see this as a critical issue.
