After the command "% sudo synaptic" the result is "cannot find command" . I 
tried to translate from Dutch.

Try simply:
sudo synaptic
That % seems to me a missunderstanding: Some shells indicate by showing
that "%" that one is logged in as user; the prompt looks like this:
user host:~%
When logged in as root you see:
root host:~#
Some shells replace the "%" by "$" when logged in as user.
I hope this clarifies the matter.
