Thanks for raising this issue.
The latest Orca from SVN trunk has some fixes in it for this problem.
In response to your e-mail, Rich also just made a change to the
gnome-2-20 branch of Orca to address this for Orca 2.20.3, which will be
coming out next week.

I checked the file out, but see no problems. I also checked the web page
mentioned, and it indicated that a comment should be in the file
indicating what encoding to use. Is this a known bug? If not, is it a
problem with Python, Orca, or something else that Dropline may have done?
I'd appreciate any advice as to where to start troubleshooting this
problem. Thanks.
