I just tested with the Orca Quit dialog and gnome-terminal using Orca
2.22.1 and Orca from SVN trunk and couldn't reproduce the hang. Here's
what I did:
1) In gnome-terminal, flat reviewed the results of a 'make install' and
KP_7'd to a line with about 40 non-blank characters on it. I pressed
and held KP_8 for 5 seconds. Orca began spelling the line using
military spelling. I pressed the left control key and speech stopped.
2) Pressed Insert+q to bring up the Orca quit dialog. KP_7'd to the
"This will stop all speech output..." line. Pressed and held KP_8 as
above. Same results.
One thing I did notice was that I needed to press the left control key
*twice* sometimes to make speech stop completely. But, I didn't notice
the complete hang that you're mentioning.

The app with focus at the time doesn't matter. If I downgrade to Orca 2.20.3, the problem goes away.
It appears to be a bug specific to Orca 2.22.x.
In case I didn't mention it, I've also tested the latest SVN with the same results as Orca 2.22.1.
Should I test Orca 2.21 versions, or have I provided enough information for others to reproduce this?
