Great. until this gets officially sorted out I've gotten around it by:
1) creating .orbitrc file as instructed here: 
http://live.gnome.org/Orca/SysAdmin
2) Editing /etc/sudoers as Kenny did here: 
http://mail.gnome.org/archives/orca-list/2008-April/msg00092.html
3) restarting the gnome session
4) proceeding as normal either with
sudo su
orca
ubiquity
or the way I described in the first message of this thread. I now have 
fresh install of hardy here.
