I can think of one possibility when this won't work. Are you using
speech-dispatcher and have you aplied some patches from this bugreport?

punctuation verbalization is skipped at all as there's a strong belief
synthesizers like espeak can do it better.
Indeed, I use SD and have applied this patch to my Orca source directory.
But changing this in Espeak is very complicated.
However: The crash of Orca when using its dictionary occured earlier. So what to do? Remove the patch?
Replacing one
problem by the other?
