For Ubuntu gutsy and debian unstable, the package names are as follows:
gnome-speech-ibmtts -> ttsynth/voxin/ibmtts
gnome-speech-dectalk -> Fonix DECtalk
gnome-spech-swift -> Cepstral swift driver.
