I know this may seem obvious, but sometimes this is forgotten, did you
remember the quotes would need escaping in the espeak-generic.conf file eg.
the option you add after the espeak or speak command in espeak-generic.conf
would be something like --punct=\".,?!;:\"
Also have you contacted the author about adding the names for the
punctuation in other languages? I don't know how it would need to be added,
it might be as simple as adding it in a data file.

I've tested the --punct option, but it seems that it is not correctly
implemented:
Putting the characters that should be spoken in quotes, results in not
starting espeak and SD.
All you can do is to add --punct without specification, but then you
hear all punctuation characters.
Note: This does only work for English; ohter languages are not supported
correctly. I guess that the author doesn't know the names of the
characters in other languages. So for my language - German - it is
useless.
