Hi All:

Just to follow up on this - there were some larger changes made a while 
back that dealt with some worse problems with the speech dialog.  As a 
result of those changes, the dynamic rate/pitch changes were disabled 
and have not been brought back in yet.  As soon as GNOME's bugzilla 
comes back to life, we'll log a new bug to track this problem.
