one more question before I do this.
if by chance I get no speach after I select speach dispatcher, do I
perform orca -t for setting it up again?
by the and I also want to know if I need to do any thing after I build
and install speach dispatcher?
will it be as simple as selecting the synth from the list in orca preferences?

what is that package called?

I will like to know it before hand if any thing goes wrong or
build-dep does not do what it should.
