In theory yes, but if you first check, whether Speech Dispatcher works
as expected BEFORE selecting it in Orca, this should not happen.
You can test Speech Dispatcher simply by invoking the spd-say command as
follows:
spd-say hello
by the and I also want to know if I need to do any thing after I build
and install speach dispatcher?
will it be as simple as selecting the synth from the list in orca preferences?
If the default voice used by spd-say doesn't suit your needs, you may
need to set the default output module in
/etc/speech-dispatcher/speechd.conf.
Direct selection of output module in orca is already implemented, but
has not yet got to Orca SVN. You can, however, install my patch:

This patch includes one more important feature - Orca now automatically
reconnects to Speech Dispatcher when the connection is lost. This may
be extremely useful when experimenting...
what is that package called?
If you are using Debian or Ubuntu, try:
apt-cache search dotconf
