to update Orca, visit:

and read the instructions carefully. You find a brief description how to
setup Orca with Speech-dispatcher.
Regarding espeak go to:
http://espeak.sourceforge.net
read the documentation and then download and install the latest copy of
Espeak.
Do you have Speech-dispatcher already installed on you machine?
If not, run:
aptitude install speech-dispatcher python-speechd
