I'm currently using my Ubuntu Feisty (7.04) machine, but I think it is
still the same on Gutsy (7.10).  

With Orca running, do the following:

- press Alt-F1 to get into the top panel;
-  hit the left arrow key once to get to the system menu;
- press the down key once to get to preferences menu;
-  press  the right key twice to move through the accessibility menu to
assistive technology preferences.  
- Hit enter and a dialog box will appear.
- Tab through the dialog box until you find a check box that says
something like "start screen reader on login". Make sure that the check
box is checked, then tab down to OK and press enter.
