Hi.

The build-dep option to apt-get will only work for the brltty 3.7 package.  I believe dependencies have
changed for Brltty 3.8.  Since you are building from svn, you need additional packages.  Try posting your 
error to the 
brltty list.  I believe you are missing tcl, but check on the brltty list or read the docs in the brltty 
svn directory to find out for sure.

One of the first things you do when building from source is read the docs included in the source code's 
directories.
