Hello David, this is a known bug solved by my patch
http://bugzilla.gnome.org/show_bug.cgi?id=467563.  The simplest
work-around (without the need to apply the patch) is to choose Gnome
Speech in text setup and switch to Speech Dispatcher later in Orca
Preferences dialog.
