Hi Petr. I think what you are interested in are "notifications", not tooltips. If you are using the latest development version of Orca, those notifications should be announced as they appear. If you are using a laptop, a good test to see if notifications are announces, is by pulling the power plug from the laptop, a notification regarding the laptop's power should be announced. Tooltips are traditionally short messages associated with controls that will give a brief description of the function of the control. If a control has a tooltip, it could be invoked with Control+F1.
