Orca Python bindings for BrlAPI (was Re: Firefox crashes when adding a bookmark usigng orca)

We chose to do a dlopen because we wanted to eliminate compile time
dependencies on BrlAPI and did not want to require people to recompile
Orca in order to get Braille support.

When the official Python bindings for BrlAPI are available in an
official release of BrlAPI, however, we will use them (we currently have
code in place that uses the unofficial stuff I was working with a while
back).
