It turns out for some weird reason, that Orca will not work with libbrlapi, unless the /lib/libbrlapi.so file/symbolic link is present. However, the brlmodule.so file doesn't link against that filename specifically. We can work around it in the Ubuntu packages for now, but it is something that needs to be looked into.
