Hi Luke:

Orca currently dlopen's libbrlapi.so and resolves BrlAPI symbols at run
time.  We realize this is a point of contention with the BrlAPI
developers, but the main reason Orca does this is to eliminate the hard
requirement that BrlTTY/BrlAPI be installed on the machine in order to
build and/or use Orca.  (Not all screen reader users are braille users).

I think the ultimate solution may be to use the Python module being
developed by the BrlAPI folks, but that's currently not very far along
as far as I can tell.

It turns out for some weird reason, that Orca will not work with 
libbrlapi, unless the /lib/libbrlapi.so file/symbolic link is present. 
However, the brlmodule.so file doesn't link against that filename 
specifically.

We can work around it in the Ubuntu packages for now, but it is 
something that needs to be looked into.
