Problem making DHCPv6-PD (ipv6.method=shared) work

Hello everybody,
I'm struggling with making NM get IPv6 address from provider. The provider
configures IPv6 with prefix delegation (DHCPv6-PD). I can get a lease
manually with command like "dhclient -v -6 -P -D LL vlan9" but unable to do
it within NM.
With ipv6.method=auto NM tries to run dhclient but uses -N option instead of
-P, which obviously won't work. I read about ipv6.method=shared and trying
to use it but it just doesn't work and I can't find any documentation
describing how to configure it in more detail.
With ipv6.method=shared, NM doesn't run dhclient but instead outputs

The system in question is running Scientific Linux 7.5,
NetworkManager-1.10.2-14.el7_5. Provider expects DHCP request for prefix
delegation only, not address request. DUID supposed to be 00:03:00:01:<MAC>.
Internet cable goes into eth1, with VLAN 9 being the ISP that I'm trying to
set up and VLAN 10 being the other ISP.
Here is what configured interface looks like with IPv4 properly set up but
IPv6 failed to configure (removed IPv4 address from this and other output):

Briefly looking at NM source I can see that apparently some attribute called
"default-ip6-device" isn't set for my case but unable to find any mentions
on how to specify that default IPv6 device so that NM knows where it is.
I've tried setting "IPV6_DEFAULTDEV=vlan9" in /etc/sysconfig/network and
"IPV6_DEFROUTE=yes" and "IPV6_DEFAULTDEV=vlan9" in
/etc/sysconfig/network-scripts/ifcfg-vlan9 (NM is using plugin to use RH
style ifcfg-* files) but it doesn't seem to change anything.

I've tried changing some options here like addr-gen-mode and the others but
there is absolutely no effect, the error is always as shown above and NM
never tries to launch dhclient with ipv6.mode=shared.
IPv6 is working fine on the system itself (and worked before when I used
6-in-4 tunnel) and NetworkManager configures static IPv6 address for
internal (bridge0 over eth0) interface just fine as well.
Settings for vlan10 interface (second ISP) have ipv6.method=ignore.
Basically only bridge0 has any IPv6 address other than the link-local ones.
All global NM settings are default except for wlan0 MAC added to
"unmanaged-devices" option.
