No, TAYGA doesn't implement NAT64 (RFC 6146), it implements SIIT (RFC
6145), and the CLAT part of 464XLAT is pretty much nothing but a SIIT
translator. So while I haven't tried it myself, it would surprise me
greatly if you cannot use TAYGA to implement a CLAT.
You can use TAYGA in combination with netfilter's SNAT functionality to
implement something that closely resembles NAT64, though.
