It depens on what version of NetworkManager do use.
Would you run there commands in a terminal:
$ rpm -q NetworkManager
$ rpm -q NetworkManager-gnome
$ polkit-action --action
org.freedesktop.network-manager-settings.system.modify
Please paste also contents of this file: /etc/NetworkManager/nm-system-
settings.conf
