Which ModemManager version are you using? There was a recent issue fixed
which was affecting most Huawei modems:

Please try to use the latest stable ModemManager 0.5.2; and if it is
still an issue, follow the steps in "Debugging NetworkManager 0.8 and
0.9 3G connections" here:
https://live.gnome.org/NetworkManager/Debugging in order to get proper
debug logs.
